NOTICE OF REVISED CUP APPLICATION & SEPA ADDENDUM Pursuant to RCW 43.21C.080, notice is hereby given that Adams County filed a SEPA addendum on May 22, 2018 for the Determination of Nonsignificance (DNS), for Conditional Use Permit application #LUA2018-0005 issued under SEPA register # 201801087 on March 3, 2018. There is no comment period for this addendum reducing the size and scope of the dairy proposed by MGM Farm and Land LLC, 150 S. Hwy 17, Othello, WA, 99344. Notice is given that MGM Farm and Land LLC. have amended Conditional Use Permit Application #LUA2018-0005 as follows: The amended project seeks conditional use approval to construct and operate a dry lot automated robotic milking facility designed for a total capacity of up to 5,000 head. The proposal has been reduced to include 3,000, to 3,200 (+-) milking cows, with the remaining capacity (approximately 1,800) reserved for dry cows. The actual number of milking stock may increase or decrease based on frequency variations and the efficiency of the robotic system to conserve and maximize the limits of the proposed industrial water use exemption of 5,000 GPD. Each Galaxy Robotic System is capable of milking 125 cows 2.7 times a day using 192.7 GPD. As proposed the project calls for milking 2.5 times a day which would utilize less water than the manufactures estimated 4,624.8 GPD needed to support 24 robots. The project also includes use of USBR M&I contract water to supply water from flushing the contained feeding alley ways, dust control and other functions not requiring ground water. In addition, the facility is designed to capture, process and recycle waste water and storm water that falls within the facility in conjunction with M&I water as appropriate to clean and maintain a clean facility. The project calls for the creation of a gravel access though the center of the facility, creation of a 4' berm along the east, south and west side of the facility as an added safety measure, construction of (2) large lined excavated lagoons will receive waste water from a combination of mechanical separators and multiphase concrete (solids) settling basins. The lagoons are planned to contain the expected annual precipitation as well as precipitation occurring from a 25 yr./24-hour storm event at total herd buildout. The project also includes the construction of small 200 sq. ft foot concreate milking barns for each robotic milking systems, a bulk tank milk house and may include other minor improvements required to comply with various federal and state regulations. The project is located at CK Agri's headquarters at 150 S. Highway 17, Othello, Washington in Section 11, Township 16 North, Range 29 East, W.M. Adams County, Washington.
